SSIP Core Criteria for The Demonstration of Organisational Capability Assessment
The SSIP Core Criteria are applicable to both SSIP Approved (non-construction organisations) and CDM Dutyholders.
These criteria are aligned with the Construction (Design and Management) Regulations 2015, the Safety, Health and Welfare at Work (Construction) Regulations 2013 (ROI) and the Construction (Design and Management) Regulations (Northern Ireland) 2016.
SSIP Assessment Standard
All member schemes undertake an assessment based upon the SSIP Core Critieria which is the threshold standard. This standard is applied to the supplier based upon the relevant SSIP category / categories, the nature of works undertaken and the size of the organisation.
When an application spans multiple SSIP categories, the assessment scheme must verify that all relevant core criteria for each category are satisfied during the assessment and a separate entry will be visible on the SSIP Portal ensuring visibility of all assessment scopes.
Approach for Smaller Organisations
Registered Members and Certification Body Members will apply a proportionate approach to accommodate smaller organisations determining the organisatons number of personnel during the pre-assessment stage. The number of personnel will comprise all personnel (permanent, temporary, and part-time) involved within the scope of the Health and Safety Assessment which includes both direct employees and labour only contractors. This number does not include bona-fide contractors who will operate independantly and in accordance with their own policy and procedures.
Organisations with less than 5 personnel shall be expected to provide proportional documented evidence to meet SSIP Core Criteria and legal requirements. These types of organisation will be classed as under 5 for the SSIP Portal data.
This propotionate approach will take into consideration both the number of personnel and also the risk profile for works undertaken. Organisations should laise with member schemes directly for clarification of expectations.
Exemptions for Valid Assessments
Organisations with a valid assessment from an SSIP Member Scheme, and whose details are verified on the SSIP Portal, can apply for exemption from;

- Common Assessment Standard: Section 4: Health & Safety (questions 135-173)
Compliance with Additional Standards
The SSIP Core Criteria confirms organisational capability against Health and Safety legislation. This does not currently include an assessment against the Building Safety Act or other elements of the Common Assessment Standard [CAS] such as Environmental, Equality, Modern Slavery or Anti-Bribery. Please note any valid SSIP assessment completed by any of our member schemes and visible on the SSIP portal will provide exemption against Section 4 of the CAS.
