Deem to Satisfy to Mutual Recognition
What is Deem to Satisfy?
“Deem to Satisfy” (DtS) allows a supplier of services to use an existing SSIP health and safety certification to meet the requirements of another SSIP member scheme.
In simple terms, if your business has already passed a health and safety assessment with one SSIP scheme, you usually do not need to complete another full assessment with a different scheme. Instead, the second scheme can recognise your existing certificate on the SSIP Portal and confirm that you meet the same standards of the SSIP Core Criteria. This reduces duplicated assessments, saving suppliers time, effort and cost.
Many buyers prefer suppliers to hold certification from a specific health and safety assessment scheme.
Without Deem to Satisfy, suppliers might need to repeat very similar health and safety assessments for different schemes.
SSIP prevents this duplication. All SSIP member schemes assess suppliers against the same SSIP Core Criteria, which are aligned with guidance from the UK’s Health and Safety Executive. Because the standards are the same, schemes can recognise each other’s assessments.
- A supplier completes an SSIP health and safety assessment with an SSIP Member Scheme.
- The supplier receives certification from that Member Scheme.
- If a buyer requires certification from another SSIP scheme, the supplier can apply for Deem to Satisfy.
- The second scheme checks the existing approval and confirms it meets the same criteria.
In some cases, the scheme may ask for a small amount of additional information, but this is usually much simpler than completing a full new assessment.
For suppliers:
- Avoid repeating the same health and safety assessments
- Reduce paperwork and administration
- Save time and money
- Meet the requirements of more buyers
For buyers:
- Faster verification of supplier health and safety competence
- Consistent standards across the supply chain
- Less duplication in procurement processes
Registered Members
SSIP Registered Member schemes recognise each other’s approvals. This means certification from one Registered Member can be used to apply for Deem to Satisfy with any other Registered Member Scheme.
Certification Body Members
These organisations provide SSIP certification alongside ISO 45001 certification. Their certification can be used to apply for Deem to Satisfy with any SSIP Registered Member. However, due to the ISO45001 element of certification body assessments, Deem to Satisfy only works one way and Registered Members cannot Deem to Satisfy against a certificate from a Certification Body Member.
If you encounter any difficulties with the Deem to Satisfy process, you should first contact the schemes involved. If the issue cannot be resolved, SSIP can provide further guidance.
The following table confirms that the following member schemes have satisfied during their SSIP audit that they are able to complete assessments for the SSIP Categories and/or CDM Dutyholders listed below; these assessments are eligible for Deem to Satisfy (DTS) with ALL Registered Member Schemes.

1 Applicants that approach Alcumus Safecontractor Scheme / Avetta Assessed / Achilles Building Confidence will not be required to complete any of the SSIP Core Criteria H&S Element again, however they will be asked to complete a set of Specific Risk Profile Related questions as part of their application.
